Help with toilet training my new puppy please?

I recently got a new puppy, he’s 9 weeks old, Chihuahua x and I’m having trouble toilet training him.
I bought puppy training pads so that he didn’t have to go outside in the cold as being a Chihuahua he’s prone to getting really cod quickly.
He started off going on the pad but now he goes everywhere. He even went on my boyfriends t-shirt that he had on the floor for 1min after having a shower.
Yesterday we even found some of his droppings on the spare bed.

It’s driving me crazy.

People keep telling me to persist and every time we see him doing it to put him on the pad. We’ve done so every time we’ve caught him but he still does it everywhere else.

HELP, my house is turning into a sewer.
