My puppy will only laydown if i have a treat in my hand and she knows it?

If i dont have a treat she will not laydown she will just sit there and i have tried allot of times to push her down and tell her good girl then give her a treat after but i have done that at LEAST 26 times in an hour….i have tried taking her for a walk and trying again after that and still having the same issues i have watched tones of youtube traning videos but none of the methods are working. Do i keep doing what im doing and just keep trying that?

My pomeranian is not the issue lol its the rottweiler puppy i just got my pom knows all of her comands
